Cool horn problems

My son has a 1993 pontiac grand am. The horn goes off all the time we had to pull out the fuse. I think it could be the relay but cannot locate the relay

I'll check through my Haynes Manual for a relay and post my findings.

Is there any missalignment on the center steering wheel cover, or is the steering wheel making any noise when it is turned?
-OR-
Has the front end been damaged at all?

You may want to try taking the cover off the steering wheel, there should be two screws on the back side of the wheel that should release the cover, then put the fuse back in if the horn does not activate then you know that the issue is in the horn assembly at the wheel. Give that a try, it is not difficult and let me know if the horn goes off.
