89 4runner delayed crank or no crank

I've replaced starter contacts. Almost always a brief delay before will crank. Sometimes no crank at all (a click only) then starts fine a few minutes later. Starter replaced. Battery and cables all good and clean and tight. Ignition? Is there a relay somewhere? I swear I hear a click under the passenger side but I thought autos didn't have one. One of you gurus will know this!! Help!! very frustrating!
