Alderman Craig Schmid's proposal easily had enough votes to pass, but only after aldermen turned up the volume on their own concerns. Impounding a car for playing loud music is too severe, opponents said, and ripe for abuse.

"It's almost idiotic for us to take somebody's car for something like that," Alderman Stephen Conway said.

Schmid said he wanted to send a "strong message" to drivers who cruise through residential areas, jarring neighbors and rattling windows.

"I analogize it to auditory graffiti," Schmid said.

Other aldermen said loud music coming from cars is among their top complaints from constituents. The music gets so loud, said Alderman Dionne Flowers, that when "you're in bed, you fall out."

The bill would prohibit operating car stereo equipment that creates "louder volume than is necessary for convenient, normal hearing," which is the same language as the city's current anti-noise ordinance.

But the new measure would outlaw possessing or installing any car stereo with a speaker over a foot in diameter; having more than one speaker 10 inches in diameter; more than 10 speakers overall; more than two amplifiers; and any amplifier over 300 watts.

In addition to impounding the car, possible penalties include a minimum of $250 fine on the first offense and $500 on subsequent offenses within a year.

The city's push to quiet loud music is not new - the Board of Aldermen passed a bill targeting cars with loud music 10 years ago.

On Friday, some aldermen complained that the measure is heavy-handed. Stephen Gregali, who represents the 14th Ward, questioned whether police would get rulers to measure the length of speakers.

"It's like killing an ant with a howitzer," Alderman Charles Q. Troupe said of the measure.

Bob Pfeiffer, who has been installing custom car stereos for 23 years in St. Louis, said the ordinance could destroy his business.

"I might as well lock my doors now," said Pfeiffer, who operates Automotion Alarm and Car Stereo on North Broadway.

Not all "tricked out" stereos are used for cruising and thumping music, said Pfeiffer, whose his clients include jazz musicians.

"What a crock," Pfeiffer said. "It's really a bogus bill."

Basically, if you have 2 10s, a 13+ size speaker, an amp rated more than 300 watts, or more than 2 amps in your car, youd be breaking the law. No matter if anyone ever heard you or not

Dude that's total BULLSHIT!!!! I have four Twelve Inch subs (although they are in a vehicle that currently won't drive but will be in a different vehicle by tomorrow) and OVER 2200 watts of power flowing through the back of my vehicle Which my system includes 4 Twelve inch subwoofer, TWELVE tweeters (8 of which are being powered by an amplifier) and Infinty Kappa 4X6's in the front dash and Infinity Kappa 6X9's in the rear and ther isn't a speaker that doesn't have a bass blocker attached to it (except my subs of course) so I bet whatever city you're from would LOVE to get my car at a roadblock!!!! I HATE the legal system in EVERY aspect (even the murder laws)

One thing I can't stress enough ( and someone will probaly sig this) ANARCHY RULES FUCK DA LAWS!!!!

wow. it's amazing what old people can do in large numbers.

How is loud music THAT disturbing to people that they need a law to get rid of it? I mean, it's not like we're going around with super high pitched glass-shattering shrieking comin out the speakers. the rumble of low base is hardly annoying at all, and from the outside of the car, that's pretty much all you hear. At least not during the winters here. In MO more people prolly drive around with their windows down more often.

At least until this law comes to CT, if ever, i will continue to blast music that makes women and children flee in terror, cuz that's how i roll....

that is rediculous, but i meet all of the rules; one 10" sub, 5 speakers total, two 300W amps.

i see what they mean, though. i mean, some bassheads just boom irresponsibly. I've been to parties that get broken up quicker than they should cuz idiots are outside 1 in the morning popping their trunk and showing off thier "blingin' subs with neons everywehre".
Even i get annoyed sometimes when i wake up at night after a long day cuz some loser thinks he's cool thumpin his system around alone in a residential area. fags. This law is similar to the "Do Not Call" list with the whole telemarketers thing. they call at inconvenient time, and you don't want to hear it. So, ban them. Everyone is happy now. That's what these geysers are thinking about music. Basshead junkies with no lives blast music at inconvenient times and not everyone wants to hear it. so, ban it!
obviously, i'm against this, but i understand where they're comin from. Only thing i can say is i wish pple would play their system more responsibly. like, not 3 in the morning in the middle of suburbia.

This is in missouri? I heard that neon kits are LEGAL in missouri as long as they don't flash. what the fuck man? makes no sense.
