Turns Signal Help - Please

Have an '86 Laser 2.5, the turn signals seem to work okay other than blink slightly slow. However, when the parking or headlights are on the signals light up but don't flash. I have replaced the flasher cannister with the same results. Thoughts or suggestions?

Check the ground connections at the rear of the car for both sides and make sure they are good, if the turn indicator lights on the dash are lighting when the parking or headlights are on then check the ground connections in the front as well.
