The default position for the switch is 5, therefore if it only works on 5, there is a problem with the wiring/system before the blower.
I doubt the cleaning of the Control Head Unit will help, since it is a mechanical connection. When it is dirty, it makes the switching bad intermittantly, such as the AC flicker.
My first suggestion would have been to replace the Blower Motor resistor, the Control Head fuse, and the HVAC relay under the hood. Since you have done this already, I would move on to the wiring. Check them using a multimeter, and you may find a break in the line. Start at the blower motor resistor, and work back to the battery.
