hatch lifter prob

My hatch was missing a lifter when I bought the car. now I have a lifter but when I went to bolt it up, the nut that is supposed to be welded in on the body part of the lifter, is not welded anymore, though it is in there. any suggestions on what to do about this? has this happened to anyone else??
