Turn Signal Stutter?

I have recently been having a problem with both the left and right turnsignals. Once I activate it either way, it doesnt follow the normal, blink-blink-blink-ect.. It will blink once, then it will dim and have a hard time comming back on again. After about 3-5 sec, it will blink again then have trouble going off. Funny part is, its only the front lights that are effected, not the back. I was told it was a relay problem but is this something I can fix on my own or do I have to take it in?

maybe try replacing the flasher first and see whatcha git. remove the panel over the driver's feet and the flasher is on the left side of the steering column toward the driver's left knee.
