Electrical Problems?

My friends 97 neon sohc has a few issues. First off the ignition fuse blows sometimes and shuts off then wont start. The tailight fuse blows sometimes. The front right parking light is out but its not the bulb its a wire problem. The car will not shut off sometimes by the key but when you turn the lights off then the engine shuts off. You can actually remove the key with it running, pretty cool huh. Any suggestions?

it needs massive rewiring. you have numerous shorts

yeah wow thats goign to need some extensive diagnosis, i would maybe check for porper grounding. i also think i saw a link in one of the other threads that has a wiring diagram. prolly pull that up and slowly work through the entire harness.keep us updated....im interested to find out what ended up happening
