2002 Camry in the Cold
I have a 2002 Camry LE 4 cyl with about 85K miles on it. For the last few winters I have noticed that when the temperatures get below about 30 degrees, the engine will run at higher RPMs until the engine warms up. It has been worse this winter, though. I live pretty close to the highway that I drive on to work, so I'm going at about 4000-5000 RPM for 5 minutes or so. It's more annoying that debilitating, but wanted to make sure it wasn't anything dangerous/damaging to the car.

Re: 2002 Camry in the Cold
If when the car is cold, it is idling at 1500 to 2000 RPM's when first started, then this would be normal.

What Brian said. If it's not exceeding say 2,000rpm. You don't really have a problem. Keep in mind, depending on the conditions, it wouldn't be unheard of for one to jump up to 3,000rpm for a second & fall back down.
Crank the car, then drive it. Car engines are not designed to sit still idling, or idle until they are brought up to temp.

Re: 2002 Camry in the Cold
I don't let it idle to warm up - I start driving once it's started (although I will start it to get the defrost going while I clear the windows). When idling when it's first started it's at about 1,200 - 1,500 RPM. Still running at 4000 RPM in the cold during the first few (10 or so) miles, then drops.
