91 accord coupe takes forever to stop

My friends 91 accord has had the brakes worked on before, but it still takes forever to stop. Do you guys think it might be the master brake cylinder?

it's possible but all the 4th gen accord has some slowing problem with braking. but if it take anormally long time, could be the brake line to the drums or if he always push the pedal very hard to brake, that could be the master cylinder.
