Angry Fuses / Electrical, etc.

So I am still at a loss on the fusible link issue. I have replace and all was good for about 6 weeks, but all of the sudden the conduit at one end surrounding the fuse has gotten hot and melted part of the conduit and electrical tape. The instrument cluster still works 1/2 of the time. I replace the battery which based on a load test was bad. The little board that the 80 amp fuse screws onto, has frays at both ends so I am wondering if that is what is causing the link to get hot and ultimately blow?!?!

I put a voltmeter to all of the fuses, and they all seem to be ok or at least they all read the same. It's like the blind leading the blind, as I really don't know what I am looking for. Should the relays and fuses all read the same when I test? Any electrical advise would be greatly appreciated, as I just don't have the cash to have a "pro" look at this right now and really need my car to work.
