Ford Taurus cruise control

I have a 2000 taurus. when i have the ctuise control engaged and shift to neutral, the ctuise doesn't shut off. also when I am driving without cruise and put in neutral the rpm jumps up. I haven't seen this before and don't know if this is normal. The transmission range sensor seems to be working right, I can start the car in neutral.
I have a Haynes manual but it doesn't mention this.
