Question ALL the lights are on in the dash

I have been searching like crazy to find answers and I hope someone can help. The girlfriends 99 Cavalier will start just fine but has been periodically displaying ALL the lights in the dash when you start it. Most of the time if you turn it off and restart it all will clear and function normally, but the other times it won't and will just go away when it feels like it. Also, the guages are all pegged when this happens too. Please, if someone has an idea as to where to look first please let me know.

The batt and alt. are good? This could cause it. check to make sure they are good first. I think it could be a bad alt. Get both tested and we can go from there.

I just replaced the battery I wouldn't think the alt. would do that, but then again that is why I am asking all of you guys.
