Radio/cigarette lighter fuse

My mother used her Seat massager in her caprice and plugged it into the cigarette lighter, a day later the radio lights, the radio itself, and the cigarette lighter no longer work. The lights behind the speedometer and the climate controls still work but the rest is dead, could this be a fuse? There is no manual in the car (bought it used) and I'm not sure if the panel on the inside of the dashboard on the drivers side is the fusebox, Its a 92 caprice basic, 59,000 miles. Also the seatbelt light is illuminated all of the time whether or not the seatbelt is buckled

Thats the fusebox. Just look for a fuse labeled cig. or radio.
