96 celica problem

Just replaced all the belts and the oil pump seal. Put it all back together, and now the car wont attempt to start.

When you turn the key, all lights come on, but the starter never engages, and then a minute later the horn begins beeping.

How can i bypass or disable this without going to toyota and paying them to reprogram the anti-theft system.
