1991 Subaru Legacy engine light stays on

I passed all tests in Calif vehicle inspection, but engine light stays on, so I can't register car. Light has been on for years. Cruise control doesn't work. What can I do to troubleshoot why engine light is on so I can register car? It works fine!

Get over there and click on 'notes and tips' then on 'engine related'. He has the procedure to get to the codes and see what the ECU says. My airflow meter sets the light part of the time, but it checks out fine.
