D15b7/D16z6 need assistance

I have problem with this mini me swap and its right at the end stage of getting this thing running. At about 1/4 throttle I get a pulse like it is at the rev-limiter or like it is kicking in. I thought maybe it wasnt breathing good enough so took off the catalytic and the opening was rather small so I proceeded to hollow it out but to no avail. It sounds in mine and others opinions like a vacuum line not being hooked up and under load it happens. Well I sprayed some carb cleaner around all the vacuum hoses to see if there was a rise in the RPMs but there wasnt. Everything is hooked up and ready to go except for this problem. It has a new distributor, plugs, wires as well as the correct ECU for the swap. Is it possible that it could be injectors or fuel related? I have a 63mm TB on it as well as warm air intake, running the vtec TB and stock Exhaust Mani. anyone that can point me at things to check or double check I would greatly appreciate it. Or if anyone in So Cali and wouldnt mind helping me via phone please send me message and I will give you my number so you can call me and hear what I am referring to that it is doing. I have been at this for too long now to no avail and need to get this thing running as it is my only mode of transportation and needs to get me to work. Or if anyone is in the Orange County area and has a free hour or so and can help I am willing to pay for some assistance with finding the solution to this problem. Please let me know as soon as possible. Thanks in advance for any info anyone might be able to supply me with.
