Question 89 jetta huge problem ?

I have 1989 jetta 1.8l. the car wont even turn over. The car is getting power and when I go to turn the key i here this humming sound from the rear. When that stops the radiator fan turns on. I know that the car does not have a main gas pump but I know that would not stop the car from trying to turn over. I took the starter out for the car and bench tested it and it was in great wooking shape but when I go and but it back in the car the starter is getting no power at all it does not even click. I checked all the fuses inside the cab and i cleaned all the wire connections under the hood. I even took the alarm out of the car because I thought that would help me. I know that the car needs a new clutch but would that stop it for trying to turn over. thanks please help.

hey i have 87 jetta and tried for 45 min to start. but did not have seatbelt fasten

There are two wires going to the starter, the power that goes directly to the battery and the ignition connection. Disconnect the ignition connection. Run a piece of 12 gage wire from the battery positive and touch it to the post that the ignition normally connects to. In other words, hotwire it. If it turns over, then you know for sure it's the ignition. If not, you have a bad starter. At any rate, you should at least get to hear your engine run.

Yeah first before you do that the simplest and weirdest thing to check is to make sure the seat belt is fastened if it has a chest belt that is powered. My 91 wouldnt start because one wire was broken off so rule that out first. And if you try to start it and it makes a clicking noise it could be the starter. The humming sound you hear is more than likely the fuel pump priming the lines when you turn the key to the on position.

If the seat belt doesn't fix the problem (something tells me it will), disconnect the ignition from the starter and run a voltmeter from the wire to ground and have someone turn the key to see if you're getting power to the starter.
