93 probe lhead light problem

I have a 93 Ford Probe. My headlights stopped working. I hear a clicking noise from the relay when I turn lights on. I replaced the relay and lights without luck. When I remove the lights the clicking noise stops and the voltages are correct but when I plug the light no 12 volts comes to the light any more.
Any idea?

do the light motors move up/down? if they are stuck lets say in the down position, the motor arm that connects to the lamp from the lt motor might of came loose or somthin
