Steering Chatter

On a 2001 Outback Wagon, I have a steering chatter at low engine rpm only. Started at about 55k miles, when the serpentine belt was replaced by a dealer. At the same time, the p/s pump began to whine. I replaced the pump, the whine left, and the chatter remains. Vehicle has 61k miles. Any thoughts?

Okay. I have replaced the power steering pump, as diagnosed by the dealer. No change in the problem. I also replaced the expensive steering rack, as diagnosed by the dealer and a number of other people. No change in the problem. It still chatters. What's next? Surely someone has encountered this problem and has a fix for it.

Someone told me that there is a service bulletin out on the car saying to replace the power steering hose with one of a new design. Anyone know where I can confirm that? And why would the dealer not be aware of that? Or are they just playing rip-off games?
