1996 Contour wont start either

I have the 2.5 v6 5speed When i turn the ignition on all i get is interior lights. absolutely nothing else happens. Ive replaced the battery and still nothing happens. the exterier lights dont come on and the starter doesnt even crank. Im wondering should i be looking at electrical or mechanical as headlights dont work but interior does. But not the dash lights only the overhead and under dash.
