IAT sensor

During the scan of my engine i had a chance to look at what the sensors are reading. I found that the inlet air temperature sensor is reading 84 degrees fareheit which is way to warm because it is only like 40 degrees in my garage. Could this mean that the sensor is malfunctioning and if so could this be why my car is not starting.
