98 cav will not start

I have a 98 cavalier 2.4l 67,000mi that was hit in the front when i bought it it ran good but one day i turned the key and all the dash lights came on but it would not crank at all. and the wipers wont come on and the buzzer when you leave the key in dont work but it comes on when you turn the key to the on position and with the lights. i checked all the fuses that i could find and none were blown. i stuck a screwdriver on the solinoid and the starter spun. i cant figure it out any help will be appreciated. thanks
