Question Ecm

are all OBDI computers compatible with all hondas?? i mean if i have a P28 like in 94 EX civic, will it work in a 94 and up teg? will the vtec engage even if it is an SOHC engine or DOHC? i know that if it works the redline should be the one that the computer has programed on and the vtec engagin at the programed RPM, but will it work?
