Mini Me Starting Problem

Ok now im about to strap some C4 to the block of this car of mine. Hopefully someone can point me in the right direction as to a solution of why this thing wont start. Here goes...

Ok I put a D16z6 VTEC head and intake onto my D15B7 block. Got everything hooked up right and it started but ran really rough. Realized the timing was off like 3 teeth so proceeded to fix the belt & ran like an idiot, i know, I remembered I needed to remove the oil jet between 2 and 3. so pulled the head back off and removed the oil jet, put a new head gasket on it, and bolted it back down. After getting it all back together everything is good except when I crank it over it just doesnt hit that point where it kicks over. It just keeps cranking but just doesnt hit that point where it kicks on. I checked and it has spark, fuel, and air. But still doesnt kick over. I havent hooked up the VTEC wires yet but as far as I am aware that wouldnt keep it from starting. I checked the trouble codes and all that came back was a Code 21 which if im not mistaken is VTEC related. I assume cuz the VTEC solenoid isnt hooked up. So just that 1 code its got new Wires, plugs, Dist. Cap, Rotor, WP, TB, and IM gasket, EM gasket, Valve and head gaskets. Oh yeah its a 95 Civic DX Auto w/D16z6 head and intake. I also installed a 63mm TB and all the plugs hooked up except for I had 1 plug left over from the stock intake. The plug is just like the one that plugs into the Purge Solenoid, do I need to do anything with that or just leave it free? anything anyone can tell me I would appreciate it greatly.

Can anyone tell me if what I heard is true. Does the timing need to be retarded 1 or 2 teeth?
