Unhappy 98 Civic Ex Keyless Remote/valet Prob.

Ok.. I have a 98 civic EX. it never had a remote since I bought it, I always used the key. At some point about a year ago I tried to progam the busted remote they gave me. I remember the valet-disarm button going into programming mode when pressed and held, when I did it then. I just bought a new remote off ebay. I went to program it and it says to press and hold the valet button until it enters programming mode and the locks will cycle so you know it is in that mode. Well it never does that, I can hold it all damn day. So I went online trying to find an alternative or repair idea and I found another programming instruction which involves turning on and off the ignition (electrical) like 5 times pressing the lock or unlock button between on/off cycles. Nothing works. I thought that the power to the valet switch might be out due to a fuse but no dice.. I need some help please!!

I just had to get my keyless replaced for my '00. I went to the honda dealership and bought one and the progrmming instruvtions did not come with it but i used the cycle process to do it and it workes fine. try replacing the battery in the remote and make sure that you got the right remote.
