Question front brakes

Anybody have any ideas as to whats going on with my car? I have a 1991 olds 88 and i am attempting to change my front brakes, the problem is after tightning up every once the new pads are on the axle will not rotate, if i unloosen everything then the axle rotates just find. I just put new calipers on last july and i dont think that is the problem, although i cannot tighten the 2 bolts that secure the caliper to the rotor because the hub will not turn then! i can see the bolt marks on the backside of my rotor where evidently they were touching it, should the bolts go all the way through the caliper and touch the rotor like that? or shouldn't it be some type of rubber bushing preventing this? any help would be appreciated i aint no mechanic but i have done brake jobs plenty of times before

Its either the wrong bolts or the wrong calibers,I would venture to say the wrong calibers since you state that there are marks on the rotors already.

Do the calipers backoff all the way? I just put a set on my 92 and there's not much room once you put on new pads. Also I had a little rust buildup on the outside edge of the rotor. I tapped mine with a hammer to get off the rust lag. New rotors are about $15 each, if you'd rather go that way.
