99' jetta 2.0L GLS engine light on

I've owned this car just for 7 months. This morning when i start it, the engine light stays on. Also found some white greasy stuff surround the inside of the engine oil cap (with some water-like fluid). feel like missing power. Any advices are appreciated. Thanks

you might have either if these two MAF sensor or leak on your fuel regulator vacuum line
