Bad fuel pump?

Hi,
I got my fc to crank but it will only run if i spray starter fluid into the intake. My fuel pump isn't making any noises so maybe that is it. But there is four wires going to the pump and the previous owner put a toggle switch on the black/white stripe wire. I don't know why he done that because it is only a ground wire. Does anyone know why he would do that? Also i tested the red and blue wire for power but neither one tested positive? Do you think it might be the ecu or should i replace the pump first? Any help will be a huge help.

I would start off by checking all the fuses and trace the power wires to the toggle switch to make sure nothing is unhooked or blown, then if everything checks out ok pull the fuel pump acces cover off in the rear of the car under the carpet and check for voltage there.

and while youre there replace fuel hoses and pulsation damper, you dont want those to leak
