96 Trek horn

The horn in my 96 Jetta Trek just recently quit working. I pulled the fuse, and it was blown, so I replaced it. When I tried the horn, I got a squeak, and the fuse blew again. Is this a problem with the horn, or maybe a short in a wire or the relay? The horn still beeps when I arm the alarm system, so I'm thinking it's not the horn. Any ideas? Thanks.

According to the wiring diagram, you have a dual horn system. Also, the alarm system appears to be using a separate alarm horn. So, it looks like one of your horns (not the alarm) is shorted or a defective circuit. Unplugging one of the horns should help you determine which one is defective. If it turns out that the fuse blows even with both horns disconnected, then you have a ground somewhere in the horn circuit.
