low beams inop

on my 95 240 when you turn the switch for the low beams nothing happens. so i flip the high beams on and they will work and the low beams come on like they are supposed to with the high beams, but they dont come on by themselves. evidently the bulbs are fine, ive checked all the fuses, and even replaced the headlight switch and nothing is working. im getting tired of getting flashed at night while drivng. any help would be greatly appreciated thanx
