ignition attentuation arm problems

i have a 1991 econoline 150 club wagon xlt. the ignition attenuation arm on it broke and i am having problems getting a new one in. the steering tilt bracket is attached in such a way that the arm will not go into the column shaft. i have the column and steering components in about 30 or so parts right now and was wondering if anyone knew of an easy way to change the arm or if anyone knows how to remove a tilt steering bracket. any help would be appreciated as i do not want to have to pay a mechanic to do it because it will be a time worthy task. thanks for your help

Did you pull the pivot pins out?
