Question Clicking Relay ?

Golf 2 1800 auto 1990
When driving at about 1500 to 3000 rpm, a relay (number 18 - Part code 191937503),above the fuse bank, starts "clicking" furiously?
Replaced Relay, but still have problem.
What does this relay link onto in the engine bay?
can anyone help?

i believe that relay is for the ecm
