Yeah, I have an '01 and the only time I hear air coming out is when it's on the 3rd line and 4th line...if it's on 1 and 2, it's basically doing nothing unless your doing 80 MPH+, then it lets air come in.

been there, done that....

It's the blower motor resistor, located under the passenger dash. It's best if the passenger seat is removed while attempting this repair, unless you're a contortionist.
Remove the kick plate under the dash, disconnect the wire harness from the blower, remove the blower(3 screws), then remove the harness to the resistor board, now remove the resistor board(2 screws, one is very hard to access). A $25.00 item at most parts stores.

1 & 2 never did anything but 3 was just right, and 4 is just to much, but now 3 does nothing and 4 still works like normal.

If your blower only works on HIGH, the resistor board is your problem.
The blower motor only has 1 speed (HIGH), the resistor reduces voltage to the motor in 4 different steps, reducing the speed of the motor. This is why you experience different settings disappearing at different times.
You have 4 selections on the switch, and when the switch is off, the fan motor still runs to circulate air at a very low speed- this reduction is usually the first one to go because it's constantly on.

Do a search on the top page of this forum for "blower resistor". You'll get a least 25 returns for the same exact symptoms you mention.
