1987 Monte SS + battery issues

Hey,
I was wondering if anyone could giveme some input on a problem I've been having with my '87 Monte Carlo SS.
Ever since it started getting colder outside, something under the hood has been "squeeling." I didn't really investigate it at first, because eventually it would stop.
As time went on however, the noise continued and wouldn't go away, and eventually I realized that my battery wasn't charging when I wasn't able to start the car.
At first I thought the noise was being caused by bad bushings in the Alternator, so I replaced that.
Even with the new alternator though it still makes the same noises, and the battery will not charge like its supposed to.
I've also found that when the noises do stop, and I put my heater // defroster on, the noises will spark back up again.
Once the noises stop the battery immediatly regains its charge (I noticed on the voltmeter that it jumps from the dead minimum to about 13'ish in a matter of seconds after it stops).
Any ideas or suggestions would be greatly appreciated because I don't have the money to have a mechanic investigate it.

I think you have an intermittent electrical short in the charging circuit of the alternator.

When the wire shorts out, your alternator starts producing its maximum charge and places a heavy load on the fan belt. The belt then slips and makes the noise. When the shorted wire is josled loose, the short stops and the alternator output returns to normal. The noise stops becasue there is now much less stress on the fan belt.

i belive that the belt needs to be tightened...if not replaced. i had the same problem with my 88. got a crowbar and a ratchet, tightened it up, and now i get 13v alkl the time. is it a squeal, or more of a high pitched hum? if it is a hum, and you see smoke coming from the alternator...its fielding...but just a squeal, check the belt...more than likely its the belt
