Theft System Problem (VATS)
I have a 1995 Cadillac Deville and after I changed the battery, I could not start the car. VATS message says that my ignition/starting system has been disabled for security reasons. The security light is on and I get a message telling me to wait three minutes before trying to start the car again. This I do, but starting system still disabled and message to wait three minutes returns...any suggestions, advice, sympathy...???

Check your ignition key. Any dirt of lint from your pocket that gets on the resistor can cause the computer to not read the keys resistor. If that is fine, it may be wearing out or the lock cylinder itself could be wearing out.
