Sable wiper fuse

1991 Sable windshield wipers quit when attempted to turn them on when frozen to windshield. Fuse (actually circuit breaker in #2 position) seems to be okay, so I replaced the motor. Still won't work. Doesn't seem to be a redundant or in-line fuse (and not listed in manual). Is it because circuit breaker opens with each attempt to start wipers due to electrical problem somewhere in wiper electrical system? Any suggestions?

Are you getting power to the motor? to the switch? to and from the fuse? A wiring diagram will help in tracing the circuit and testing each component.
