Unhappy rough idle help!?

I have a talon 1995 tsi auto, changed plugs, wired, stepper motor, tune up, fuel maintenace, synthtics. When i first start the car the idle will never drop until I put it in gear. Then, especially when its cold out, it has serious rough idle, almost like vibrations in the dash and steering wheel. Sometimes it feels like the car is off at lights (perfect) most times it feels like a deisel when at a stand still. I have a throttle body sensor from a Stealth but cant seem to get the lower screw off in the talon. ANy suggestions?
