Question Headlights are wacked...

I have bought a 97 cavalier. 2.2l I have a question about the bright headlights. On my dash i have a green headlight light and a blue one. I assume the blue is brights and green is normal. When I start my car the blue light on the panel usually comes on. When it does come on, then if i turn on my brights, it goes out and the green light comes on. If i switch back and fourth between hi and low beem a few times the green and blue lights reverse. sometimes the blue is on at hi beams and some times low beams. Also some times the green light is on at hi and sometimes low. And sometimes there is no light on at all. What controls wich light is supposed to be on? Also, just to be sure, Are the inner set if lights supposed to be the HI beams? This is really getting frustrating. The only OBD code I get is Low Speed Sensor Voltage.

the green light should be for your daytime running lights that are on whenever the car is running. this green light should go out when you turn your lights on (not high beams) or when you put your ebrake on. and the blue light is for the highbeams...

Hmmm... My headlights do not come on unless i turn the headlight switch on. I had been wondering if they were supposed to be on with the ignition for daytime running lights. If they do not come on what do you suggest to check?
