96 Ram 1500 3.9L - Turn the key and "click". Brand new battery - tests good. Thought it might be neutral safety switch, but don't think so now. I hear "click" in Park and Neutral, nothing in all other gears. About once in 20 tries, starter will turn it over. One thing - when the truck is warm (full op. temp), it starts fine every time. Only an issue when cold. Does this sound like it's time for a new starter? Any advice is appeciated.

Yes, it sounds like a bad starter. It wouldnt do anything in any gears other than neutral or park because of the neutral start switch. 10 to 1 you need a starter. Id put money on it. To be sure, maybe check the voltage at the starter to make sure it is getting the volts, then its deffinataly the problem. Good luck.
