Fast idle during cold start

My 1994 Grand Prix GTP runs at high idle during a cold start for about 2 minutes then the car runs fine at around 180 degrees. What can be the problem??? Please help. RPM ranges from 3,000 down to 700. It bounces up and down until finally settles down to normal.

How high is your "high idle". 1,000 to 1,200 is normal until the car warms up.
