Goss pol. emissions

i bought my car with the intent of racing it out. it was 500 bucks because it wouldn't pass emissions. i had the hook up on an emissions test for 200 bucks. when we went to get it done it turns out the owner before me f'ed up and it was marked as a gross poluter. so idk what to do. my apex seals on the current na are almost gone and the jdm turbo mortor will not pass somg. so what can i do with out spending alot of money?
