I am no expert here but I will try my best to answer your questions...

Leave about 30 minutes between coats if you apply a thin coat. Most of the time you only have to paint the inside. Sometime when you encounter a very thick clear piece, you may have to paint both sides.

Don't use flat red/orange, use CLEAR red/orange. Remember you have to see through the clear parts not cover them. You need Tamiya X-24 clear yellow and X-26 clear orange (I only know tamiya colours and their codes). I am sure you can find these same colours from other companies too.

Re: need help on painting headlights and tailights

Don't forget to paint the edges flat or sem-gloss black. It makes all the difference.
BTW, I can never get the red or orange to come out the way I like it so I usually just decide that I like the clear lens look better...

It's very simple. I usually use a red Sharpie to tint taillights these days. I carefully use the marker to color in the backside of the clear lense. I use a pointed tip. I don't have a how-to, I guess I should do one to illustrate. But it's dead simple. Just take some of the clear plastic sprue that the parts come on, and try out a red Sharpie on it to see how it works. Sometimes you need to go over it a couple times. I find it MUCH easier than dealing with Tamiya clear red. It dries thin and fast. You can retouch it if necessary. Much more forgiving than using paint.

I use three colors of Sharpies on a regular basis. Red for taillights, silver for some detailing, and black to make the black inner window masking and to outline the edges of many modern headlight/taillight lenses. It's so fast and easy and it really makes the models appear more realistic.

Here are examples where a red Sharpie marker was used:

This one on the Frogeye Sprite I used the Sharpie on the outside of the lenses. Usually I apply it inside, but it's okay if you need to apply it outside. It dries thin and flat.

Maranello I believe I tinted both inside and outside the lense.

The orange side lense was Tamiya clear orange. Sharpie orange is a bit dark for amber.

Over black reflectors.

Over silver painted reflectors. Notice how this brightens the red lamps considerably. I intended the gray car above to have darker lenses as part of the "blackout" theme of the rear panel.
