96 Ford Taurus fan problems

I am unable to run the heater or the airconditioner on my taurus. When i turn it on all speeds, i get absolutely nothing. Sometimes i hear a low noise whirring sound coming from the heating core near the glove compartment. After reading some threads on the board, i messed around with the wires a bit plugging into it, and it seemed as if i was actually getting some juice and wanting to work, but it still didnt kick on the whole way. I replaced the relay in the hood fuse box recently, but it was also looking burnt and melted out underneath where it plugs in, but it worked fine previously with this same issue(its been melted a bit for awhile). Anyone have any idea where to look? If the fan itself isnt getting enough juice to run, what would be a posible recourse to fix it.

thanks, im probably way too confusing, cars arent really my thing.

If the fan motor is good, then you need to locate the bad connection. Burned up plugs have a lot of resistence and can get worse over time.
