Seatbelt light on and beeping

I have a problem with my 91 Civic HB. The seatbelt light and beeper activates intermittently with the seatbelt already being used. Any help would be appreciated. Also the dash light would be out sometimes while using the headlight. If you put the light switch setting to marking lights then back to headlight the dash light would be operational again. What gives?

for the seat belts just unplug them from under the seats the prob will go away. the head lights im not to sure

take it to honda, they have a lifetime warranty on seat belts, see if your problems is covered on their warranty
