I am pretty sure u can not set the timing on a 95 cpi 4.3. It is done by the computer automatically. u could on 94 and earlier and 96 and later but 95 is an odd year.
"because the reluctor wheel is an integral part of the crankshaft and the crankshaft position sensor is mounted in a fixed position, timing adjustment is not possible." that is right from the 95 s/t truck dealer service manual.

96 and up are also locked distributors and cannot be timed manually.

That said there are 2 versions of the 95. If your ECM is under the hood on top of the coolant recovery tank (1st revision ODBII), then no, you cannot time it. (Ecm handles timing)

If your ECM is under the dash then yes, you can time it. Disconnect the brown or tan wire behind the passenger side carpet on the firewall. (this disconnects the distributor from the ECM)
Set motor to 0 degrees TDC, look at the crank pully, you will see 2 grooved marks on it. Use the one on the left to time with. When complete, reconnect the brown or tan wire behind the passenger side carpet.
