The .009 (centrifugal only) dizzy was originally designed for a static engine operation. On air compressors, generators, pumps, etc. that are best run at a steady RPM.

In 1971, when smog control was introduced, they were used as a cheap replacement for the vacuum dizzy. VW gear-heads discovered that they worked excellently on drag Bugs. That is, when they needed 2 speeds. Idle & WOT. They are very responsive when ramping up, needing no delay for vacuum.

Fledgling VW streetracers thought that if they are good enough for the pros, they must be good enough for their cars, too. And then they made their way onto ordinary street Bugs.

Therein lies the widely held belief that all VWs have an inherent "flat spot" or hesitation. Well, the .009 dizzy is what causes that hesitation. Especially when teamed up with the with larger carbs, such as the 34 PICT, or 44 IDAs.

Some interpret the hesitation as "power", but it's just the weights catching up with the engine to give a "burst" when the spark catches up. No more power than a smooth, no hesitation acceleration, from a stock distributor.

It's better to stick with a SVDA (Single Vacuum, Dual Advance) dizzy for general driving and smooth operation. A plus is the gain of about 4 MPG with the SVDA over the .009

As far as the exhaust system, check this page:

for some tips and comparisons of VW exhaust systems.
