Angry 98' Forester AWD not working ?

I bought my forester about a year ago and i "think" my AWD worked because it did really well for me. Now this year with the snow falling i might as well have a rear wheel drive. My tires were shlt so i got some decent ones and had my nephew/mechanic check the awd and he said it definately is not working.
In the fuse conpartment under the hood the FWD had no fuse we put it in and the fwd light comes on but even with no fuse the AWD doesnt work.When the car is off the ground and you spin the backwheel by hand the axle and driveshaft turns.But the awd doesn't work when the front wheels slip. Anyone have any ideas what could be wrong? Thanks ahead, crystal

Auto trans runs an 80/20 F/R split above 15 mph.

Does your car have an LSD, have you checked the center diff?
