stupid taillights

this is my problem. i have a 90' civic and when i turn the ignition to power on position all my lights work perfect, but then when i turn the car on and its running my corner lights wont work, and my taillights wont work either, but once in a while they will work. oh and also when the car is running and the lights arent working, i can turn my ignition key just a little bit and the lights will work and i can hear a relay clicking, but they will only work if im holding the key in almost cranking position. i know that the clicking relay is the runnig light relay, but i need to know if the relay is faulty or is the igniton, or should i change both of them?????? thanks

sounds like you need an ignition switch
