97 eclipse electrical problem

I have a 97 eclips GS which has been running good all summer. It sat October with a few starts in between. I tried to start it last week and it sounded like battery was dead. I noticed it was 5 years old so bought a new battery and put it in. I have no accessories at all, no headlights, and no starter power. (The starter was new in August). No power anywhere no matter what key position. I put a test light on the battery and it's OK. I put the test light from the positive wire on the strter to the block and that's OK, but NOGO and no lights or anything. Does anyone have any ideas for an electrically illiterate redneck?
